"If the player's ball is moved, touched or caused to move by a competitor, his caddie or his equipment, this is without penalty. If the ball is moved, it must be put back."²
If the ball is at rest in the counting game, it ultimately depends on which object or by whom the ball was moved. The Rules of Golf provide information on whether the player receives a penalty stroke or not.
