"A ball embedded in its own hole in the ground on any short mown area may be picked up, cleaned and dropped without penalty as close as possible to where it lay, but no closer to the hole. When dropped, the ball must first hit a part of the course on the ground. 'Short mown area' means any area on the course that is cut to fairway height or shorter, including paths through the rough."²
This golf rule on the embedded golf ball always applies, regardless of the course and weather conditions.
