If there is no court judge available, the players must submit any disputed or doubtful details regarding the rules to the match management, whose decision is final.
If the match management fails to reach a decision, it may refer the disputed or doubtful detail to the R&A, whose decision is final. Comment on the decision of the match management: In the area of the German Golf Association, the request must always first be addressed to its Rules Committee, which will only forward it to the R&A in case of doubt.
If the disputed or doubtful detail is not submitted to the German Golf Association by the match management, the player(s) may request that a confirmed statement of facts be submitted to the German Golf Association by a representative of the match management appointed for this purpose in order to obtain an opinion on the correctness of the decision made. The decision will be forwarded to this authorized representative.
If the game was not played in accordance with the Rules of Golf, the Rules Committee of the German Golf Association will not make a decision on any issue.
