A player who is in doubt as to whether a club is acceptable should consult the R&A.
A manufacturer should submit a sample of a golf club to be manufactured to the R&A for a decision as to whether the club is in accordance with the Rules of Golf. Any sample sent to the R&A becomes the property of the R&A as a specimen. If a manufacturer fails to submit a sample before manufacturing and/or marketing a club or, if he has submitted a sample, to await a ruling on it, the manufacturer runs the risk of the club being declared non-compliant with the Rules of Golf.
a) General
The player's clubs must comply with this Rule and the individual rules and interpretative provisions of Appendix II.
Note: The Committee may require in the Playing Rules (Rule 33-1) that each driver carried by the player must have a club head designated by type and loft and listed in the current List of Conforming Driver Heads published by The R&A.
b) Wear and alteration
A club that complies with the Rules when new also complies with the Rules when worn by normal use. Any intentionally altered part of a club is considered new and must comply with the Rules in the altered condition.
