Artificial aids
The R&A reserves the right to amend the rules on artificial aids, improper equipment and the improper use of equipment at any time, and to issue or amend interpretations relating to these rules. A player who is in doubt as to whether the use of an item is in breach of Rule 14-3 should consult the R&A.
A manufacturer may submit a sample of an item to be manufactured to the R&A for a ruling on whether its use during a scheduled round would constitute a violation of Rule 14-3 by the player. Such a sample shall become the property of The R&A as evidence.
Failure by the manufacturer to submit a sample before manufacturing and/or marketing the item, or, if he had submitted a sample, to await a ruling on the matter, shall expose the manufacturer to the risk of the use of the item being declared to be contrary to the Rules of Golf. Except as provided in the Rules, the player may not use any artificial aids or unusual equipment or use any equipment in an unusual manner during a stipulated round:
a) which may be of use to him in playing a stroke or in his game; or
b) for the purpose of estimating or measuring distances or conditions that may affect his game; or
(c) which may be of use to him in holding the club, except that
(I) plain golf gloves may be worn;
(II) resin, powder and drying or moisturizing agents may be used; and
(III) a handkerchief or handkerchief may be wrapped around the grip.
Exceptions:
1. A player is not in breach of this rule if
(a) the equipment or device is intended for or has the effect of alleviating a medical condition,
(b) the player has legitimate health reasons for using that equipment or aid; and
(c) the game management is satisfied that its use does not give the player an undue advantage over other players.
